The Saudi Red Sea Authority (SRSA) has signed a memorandum of understanding (MoU) with the Ministry of Municipalities and Housing to improve collaboration on marina construction, development, and operation.
In order to further coastal tourism and further the objectives of Saudi Vision2030, the agreement also addresses the development of beaches, the creation of marine vessel maintenance facilities, and the promotion of coastal tourist destinations.
On behalf of the Ministry of Municipalities and Housing, SRSA CEO Mohammed Al-Nasser and Deputy Minister for Licensing and Project Coordination Mohammed Al-Mulhim signed the Memorandum of Understanding.
This agreement is consistent with SRSA's mandates, which include developing regulations, standards, and operational guidelines for marinas, overseeing their development and management, and coordinating with relevant entities to ensure environmental protection in marine tourism and navigational areas, as well as promoting coastal tourism activities to attract target audiences and expand the sector.
Under the terms of the MoU, the two entities will use the Balady platform to process applications for establishing, developing, and operating marinas within the designated geographical scope. These marinas, both on land and at sea, will be built in accordance with the Saudi Building Code and the approved Marina Planning and Design Code. The partnership will also address commercial and operational licensing procedures, as well as marine fuel station construction requirements.
The agreement also specifies cooperation in the development and licensing of marine vessel repair and maintenance centers, as well as the regulatory framework under which they will operate. Furthermore, the two parties will collaborate on the development and operation of beaches within the specified geographical area, including the issuance of necessary construction and commercial permits.
The MoU encourages cooperation in technology, digital integration, and coastal monitoring in addition to infrastructure. It consists of collaborative efforts to promote coastal tourism destinations, identify investment opportunities, and map tangible and intangible assets along the Red Sea coastline.
Additionally, the two sides will work together to create policies and programs that benefit Saudi Arabian workers in the housing, municipal, and coastal tourism industries. In order to create livable coastal cities and enhance general quality of life, the agreement also intends to support smart marina initiatives.
According to the statement, this MoU is part of SRSA's broader efforts to strengthen coastal tourism by expanding strategic partnerships, exchanging expertise, and adopting best practices, which align with Saudi Vision 2030's goals for a dynamic and sustainable tourism sector.
